Utility Helicopter Project (UHP) was launched in order to satisfy the needs of 6 Users, which are Turkish Land Forces Command (TLFC), Turkish Air Forces Command (TAFC), General Command of Turkish Gendarmerie (GCTG), Special Forces Command (SFC), Turkish National Police (TNC) and Directorate General of Forestry (DGF), for total 109 utility helicopters, upon the Resolution of the Executive Committee of the Defense Industries adopted on December 5, 2007. In total 236 T700-TEI-701D turboshaft engines, 218 of which are platform tops, and minimum 18 of which are auxiliary engines, and which are manufactured by TEI, and which are in the same configuration as T700-GE-701D turboshaft engine of General Electric Aviation, will be used for 109 Helicopters.
UHP Agreement was executed by and between TAI and TEI in Ankara on February 21, 2014, before the officials of the SSB. In accordance with the program, TUSAS is the Main Contractor while TEI is the subcontractor responsible for the licensed engine manufacturing.
THE FIRST HELICOPTER ENGINES, PRODUCED DOMESTICALLY IN TURKEY, WERE PRODUCED BY TEI IN ESKISEHIR AS OF 2018.
BY THE END OF 2021, PRODUCTION OF 58 ENGINES WERE COMPLETED.
For the first time, various mission needs of 6 different users will be consolidated, and the procurement process will be performed under a common configuration
As part of the program, T700 engine of General Electric Aviation will be manufactured by TEI in Turkey under the name plate of "T700-TEI-701D", and the international sales opportunity will be provided.

Under the scope of this program; TEI will be responsible for producing parts and modules, falling under the licensed work share of the 236 T700-TEI-701D turboshaft engines, engine assembly, final tests, configuration management and Logistics Support services under the license of GE Aviation. Hot spot parts such as high-cycle combustion chamber (combustor) during the lifetime of the engine will be manufactured by TEI in Turkey for the first time. As part of after-sale support, TEI will have the opportunity to carry out the Depot Level Maintenance of T700 engine family, which is available in the inventory of Turkish end users, through the domestically manufactured parts, and will have the right to conduct the competitive Depot Level Maintenance operation for a large geography outside Turkey. TEI aims at providing optimal benefit for all of its stakeholders at a competitive price through such program.
The program was launched officially on 15.06.2016, and the first four engines, produced by TEI, were delivered in May 2019.
Under the scope of the UHP; TEI performed mass production of turboshaft engines for the first time in Turkey.
The activities of TEI within the scope of UHP will continue during the minimum 30-year lifetime of T70 helicopter, which will be delivered last, as of delivery of the first T700-TEI-701D engine.
T700-TEI-701D turboshaft engine, the last generation member of T700 engine family, is a front-driven turboshaft engine which has the integrated air inlet particle sorter, and which consists of single spool five-phase axial - single-phase centrifugal compressor, thru-flow annular combustion chamber (combustor), two-phase axial flow gas producer turbine, and two-phase free axial flow power turbine. T700-TEI-701D with the horsepower of 2000 shaft (shp) provides further power of %5, and more robustness in the hot-section components of the engine, in comparison with the current T700-GE-701C engine.
